Of course it would matter to him. He would have all the extra hassle and 
expense of getting instruction and registering, which he didn't before.

The fact that (in your scenario) this might be preferable to using other 
transport doesn't negate the fact that the cyclist is much worse off 
than he was before these measures were introduced.
