Thank you for all of your replies.  I think I will take the advice and talk 
to the neighbour in the first instance.  The car is parked on his land (kind 
of a driveway really) and we can claim no interest in the land (though I am 
not sure what an easement is!).  Might also give the LA envirmental office a 
call for advice.
