Or, since caning was quite rare, it mainly being a deterrent, you
could have a roving "Pierrepoint" type of character, who would travel
up and down the country caning to order. That would be fairer, since
every miscreant of either gender would receive the same degree of
punishment and it could be very tightly controlled.

Presumably a deaf and blind one, so that he couldn't be influenced by
factors such as the sex, colour, race, etc of the culprit. They could
even have a "test bum" machine inserted into his schedule at random, to
check consistency..
Does it have to be a human administering the punishment? Why not use a
tazer? Just keep applying it until the kid wets themself, just to be fair..

And one big advantage of creating such a post is that there would be many
candidates who would pay 50k a year or more for the privilege of doing the
job - in fact, the creation of several posts of that nature per local
authority would make a big difference to the school budget.
