If the road was within an area of DPE Decriminalised Parking
Enforcement(?) Then that traffic warden was completely incorrect.
They may issue a ticket after 5 minutes, but if you can prove to the
adjudicator that the time you actually took was necessary and that the
un/loading was necessary then you would win your appeal.
