Well, your proposition fails, directly, because the vast majority did
not believe they were going to get caught, did not appreciate the
illegality of the images or did not appreciate the severity of the
consequences (who could?).

There is a small number, who really did not give a fuck, because the
life they lived was no worse than any of the possible consequences.

Of course, many were just by accident or fraud

Let us accept you are correct. Firstly, can you name me one person who
is 'capable of sound decision making at all times'?

Secondly, where is your proven correlation, between the, apparent lack
of judgment of looking at pictures, versus the serious act of child
assault or murder?

Thirdly, you require a zero risk life, do you?

Tell me, would your rationalisation apply to all those with a mental
health issue or one who had made any poor judgment in their life?
