If someone sent me something that was called a "draft" then I'd assume
it wasn't something ready to be published but a work in progress.

Looks to be advice that if you go ahead with it you will need another
RFD and that Committee member was expressing their own opinion and not a
response on behalf of the committee. I can't see anything there that
says it has been rejected by the committee.
What else did it say as it looks incomplete to be a full comment?

I had no interest in cyclists or their newsgroup(s) previously. I'm very
rapidly coming to the conclusion that I want nothing to do with them in
future.
