Singapore Open - Euro Tour event.   
I have just watched Ian Poulter in the final round of the Singapore 
Open, and on the advice of a rules official, take what appeared to be a 
'preferred lie' relief (within a card length) from interference by a
(minor) wheel track. Does anyone know if this is a European Tour PGA 
'hard card' option?
