So, crime pays after all, then?...   
What on earth was to stop the Spanish warship blowing the 'pirate' 
vessel out of the water after the exchange had been made - and sending 
the Somali criminals and their $3 million to the bottom of the ocean?

Well it's like this.

There is no fish, the fish all having been caught by big Korean and 
Japanese trawlers.

So the Somali fishermen who have guns and boats and do piracy instead to 
make ends meet.

There's no way to tell the difference between a Somali fisherman called 
Selim going about his lawful business armed with his AK to protect his 
catch and 'Selim the Pirate'.

There is next to no evidence of large organised gangs.

So far the shipping companies and the insurers just pay up and look 
happy because the pirates don't kill anyone after the ship has been 
taken,  they won't even delay sailings to form conveys because it would 
cost too much...

It's a 3,000 Km long coastline that's going to need a gazillion ships 
and men to control.

Killing people probably isn't going to help,  it hasn't so far.
