"On Thursday, in an effort to convince Pakistan to raise taxes on its
impoverished masses, Secretary of State Clinton told government
officials the United States enforces confiscatory taxation on the
American people. Clinton told senior Pakistani newspaper editors in
Lahore, “The percentage of taxes on GDP (in Pakistan) is among the
lowest in the world. We (the United States) tax everything that moves
and doesn’t move, and that’s not what we see in Pakistan,” she proudly
proclaimed. Hillary Clinton Proclaims “We Tax Everything in the
USA”...."

Well? And so? Your point is?? - I assume that even America doesn't tax their 
ultra poor. Otherwise, like every civilised (?) country, everyone else is 
taxed to the hilt!

And if a country doesn't levy such taxes it becomes
a Pakistan or even worse a Somalia. Just the sort of
place peejay should be exiled to.

What do you mean "such taxes"?

Taxes which are imposed to provide funding for the legitimate function
of government are OK. 

Taxes which are imposed simply in an attempt to change the behavior of
the citizenry are an abomination, as are taxes that are levied in order
to provide protection (or do harm) to segments of the economy.

Even so, I'm sure that Pakistan imposes a conventional array of taxes,
so taxes can't be the defining attribute of a functioning government.

Now you are being specious! We all know you have Federal and State taxes on 
most goods! - We have VAT which is similar, plus other, hidden, taxes on 
goods. What "I" was talking about are the taxes upon income, property, 
Corporation tax, Death Duties, and so forth. The poor, per se, would not be 
involved in that.
A country, every country, has to have taxation, otherwise it would have no 
cash to run itself!
