You can even carry it into an airport and check it as luggage.  There are 
various state/local variations of the laws, but they generally involve 
whether the gun is loaded or not, and whether the case is locked or not. 
The guy in question may not have violated a single law.  Most likely, the 
city of Denver will have some technicality they are hanging their hat on.

I brought my concealed carry pistol with me when I went to Florida a few 
years ago, just by having it in a locked box and checking it at the 
airport.
