	Yeah, were talking some para/mil/swat/cleu/nwest/igtf/batfe/cia,
fed_gangs who don't always live on base, but seek above Civy Knowledge and
find absolute Sanctuary there...on bases...

	Ok, they pull a stunt like some 6 nations Indian reservations, who
you gonna call, the military, cause the Indian reservations have robbed the
Military before, so they aren't real friends...are they... 

	The military serves the military, they get orders from some vague
civy politician and the colonel/major, sifts it out, and says...YA, if you
give us a lot of army/marine money or NO we aren't prepared to do that just
right now, were working other projects,  and were thinking of cutting you
off your drug supply.... 

	The military with families have heard of civvies, and think nothing
of wasting them, because they don't know what they are, but they hate civy
cops even more than their own Capo MPs.
