I used the following page: http://www.moccw.org/ccwtable.html
Alabama is generally considered a shall issue, according to the list.
Using the same list, and going through the violent crime index (I used
http://www.disastercenter.com/crime/)
I found that three of the first seven states had index values that
climbed over the CCW period. I can do the rest
of them, if you like, but I think it proves the point.
The ones I ran across were:
AK, GA, ID and IN. That was as far as I went.
The numbers (and chart) look like this:
