I've seen a suggestion that this was after drawing lots following a tie.

Yes. There's another postponed poll next week, this time in Cambridgeshire
at Ramsey. The Lib Dem candidate died just before polling day.

The BNP vote certainly dropped precipitously. It was nearly 1300 in the 4
June poll, close to the two largest parties.
The Labour and Tory candidates both stood on June 4 and the Tories were
elected then. The other councillor in the two-member division is the wife
of the Tory who stood here. He had forgotten to resign a part time
position with the County Council in time and was disqualified. The
electorate seem to have punished him for his mistake.
