The Post quotes the "senior man-
aging director of BB&T Capital
Markets/Windsor Group, an in-
vestment bank that specializes
in the government contracting
sector":

"Carlyle [Group], up until fair-
ly recently, they were involved
in selling and divesting a lot
of their ownership interest in
government contractors"
`
"Now they're back and showing
much of the same intelligence
and timing they showed in the
1980s and 1990s."
`
Well, what's this about Qinet-
iq?
`
The Post explains:
"Carlyle sold Qinetiq stock
worth $281 million in Friday's
offering, earning four times
its initial investment right
off the bat.
`
"Further, Carlyle still owns
stock worth nearly $300 mil-
lion.
`
"That makes nearly an 800 per-
cent return...."

director of BB&T Capital Mar-
kets/Windsor Group:

is a U.S. growth story."
