And how much of that medicine will be home-made and sold by criminals
rather than medicines made by a reputable company and bought from
legitimate retailers in countries where the regulations permit it?

What if there were only a criminal monopoly with no legal market that
criminals needed to undercut.

Would the criminals keep their product cheaper than they need to then?

Or would they milk them for all the profits they could.
