But that's part of the problem. In many cases they aren't testing for the
drugs themselves, but for the metabolites. And the metabolites can be there
long after there is any effect from the drug itself.

A rock star was killed by smoking too much cannabis, an inquest has ruled.
Bassist Steve Dullaghan, 45, who co-wrote the 1988 top five hit Crash with
his band The Primitives, was found at his Coventry home on February 4.
A toxicology report revealed he had high levels of cannabis in his blood
but no other drug or alcohol. Pathologist Dr Steve Ferryman, of University
Hospital, Coventry, said in a report: "He possibly experienced one of the
toxic effects of cannabis - a fast heart rate and hyperventilating - and
this can lead to heart failure.

Dullaghan was found by his friend Kieron Hayes. Mr Hayes said: "A few
friends have a poker night on a Tuesday night and he didn't show.
I went round on the Wednesday, broke in and found him in the bedroom. He
was a lovely guy, generous to a fault. He'd bend over backwards to help
anyone."
Coventry coroner Sean McGovern recorded a verdict of death due to misuse
of drugs.

A fast heart rate and hyperventilation can lead to heart failure...
Not if you have a healthy heart. Are they saying someone died
of hyperventilation?

Well if it had no effects no one would use it,
Whether or not the effects are such that one would
label them "toxic" is another matter.
Paranoia and speeding of the heart rate are side effects
but an experienced user should be able to discount those minor
effects.
Unfortunately by this labeling we may never know what
killed the musician. Incompetence in a coroner is a public
danger.

In other words: "we don't know why he died, but since he had been smoking
cannabis it must have been the cause".

too much cannabis?
