It is most certainly encouraging. The problem is that a truly vast and quite 
grotesque monster has grown fat and hungry on drug war. The biggest problem 
by far in ending the drug war will be dismantling the corrupt organisation, 
machinery and forces that have grown strong prosecuting a drug war without 
end.
