Hmm. You could say we already take a health-based approach in the UK, 
insisting that people attend rehab clinics as an alternative to, or 
compliment to punishment. Does it work? Not IME.

I don't think not raiding cannabis dispensaries is going to sort it...

IMHO we are still a very long way from legalisation and regulation of 
illegal drugs, sadly.

	It will sort it very fine for those medical MJ patients who are in no 
condition to chase down a street dealer.  It is only a
compassionate quarter step in the right direction.  Legalizing
cultivation, possession, use and dealing would be next,  Then
other matters like the bad policy for opoid drugs for people
in chronic pain could be changed without any laws being passed.

	Of course we are but we are closer than we have been since
Jimmy Carter's presidency.
