Probably similar to the acceptable level for alcohol -- none.  However, if
a pilot were a heroin (or other opioid) addict and still allowed to fly, then
a maintenance dose would be appropriate.

However, off-duty airline pilots do consume alcohol, and are allowed to as
long as it clears from their system before they fly (I believe there are
regulations mandating the minimum time of abstention before flying, and many
airlines mandate longer minimums than the legal minimum).
