Forget for a minute that Australia is so warm and sunny that you don't need
any high output lamps - you can just grow cannabis outside.

High output lamps are used in ordinary agriculture too. In fact
that is their main use (that and as streetlights - gee, I hope no
streetlights go missing).

What I really want to know is who the idiots are who overwhelmingly
voted their belief that banning high output lamps is going to stop
drug growing in Australia.

Note that the picture of a "hydroponic crop" is actually being grown in
soil in pots.

You could be right and the only thing relevant to the story would be the lamps.

However, that could also be coco coir or some soilless mix
that would serve as a substrate for hydroponic growing.

I think it is grown in a 50/50 mix of sand and something else,
with hydroponic nutrients. The ph is most definitely
in the hydroponic range - 5.5, which his far too low for soil.

(That is one huge indoor plant. :) )

Nice plant yeah. If you have 4 or 5 of such plants, you have plenty of
bud for personal use.
