So apparently Britain is on of those few locales.

In the US the main problem with tobacco smuggling is smuggling cigarettes
legally bought in lower-tax states into higher-tax states.

That's why I've been sat here incredulous that people claim there is no 
black market for cigs and fuel lol!

But no-one is making or selling "black-market" cigerettes -- they're buying
cigarettes in a legitimate, legal, market and smuggling them to places where
the taxes are outrageous.
