No, no cunning manipulation.  Tobacco addicts around 80% of regular users,
heroin addicts around 10-15% of regular users.

And heroin addicts who are also tobacco addicts themselves report that
quitting tobacco is more difficult than quitting heroin.

There's a reason for this that has to due with frequency of use and rapidity
of onset of withdrawal.  Because nicotine requires much more frequent dosing
to stave off withdrawal, it is far more habituating.  Tobacco is used far
more often and in more situations than heroin and therefore more "triggers"
are established with its use.

It's quite straightforward, actually.
