Cannabis Use
All we see and hear in the news is people cautioned and charged for cannabis
use, giving them criminal records and making them easy targets for the
police.
Never hear about heroin and cocaine use, Which is on a big scale, they steal
to fund habits and get away with it.
Even drinking is worse than cannabis use ( the amount of antisocial
behaviour that goes with it). That never gets mentioned either.
Whole system wrong.

As you say, it's easy work. There's plenty of "criminals" around, between
2,000,000 and 10,000,000. The stuff can be smelled from quite a distance,
so all plod have to do is sit around outside a place where yoofs or
hippies gather and wait. It won't take long before they spot a Camberwell
carrot or smell it.
It's good for plod's clear-up stats too, even a warning goes into the
stats as a 100% clear-up. Take a scenario where the target is a 50% clear
up, otherwise they get pounced on by a Gov lackey.
There's 5 burglaries, none have been solved. Bust 5 Yoofs or hippies and
give them warnings, pretty easy and it's not too onerous on the yoof. Then
there's 10 crimes with 5 solved. Instant 50% clear-up.
The Met are accused of precisely this here:

Not all smack and coke users steal, it's the problem users, mostly 10% of
smack addicts.

The Daily Moral mentioned it yesterday, 1,000 people hospitalised daily
due to booze; 500 a week due to cannabis (but nobody has seen the figures
these comes from yet, and I doubt both).

Not fit for purpose, as the ACMD said.
