Perhaps, in view of the following, even if the Tories gain power 
councillors must not be too worried about being overruled by their electors.
Dan Drillsma-Milgrom wrote:

According to David Cameron's House of Commons office staff, replying to 
our question about this on 11th March 2009, the proposed local referenda 
"WILL NOT BE LEGALLY BINDING"

Rest assured that whatever any opwtn party promises in opposition
it will bear little resemblance to the eventual legislation.
