A Bristol and West mortgage is a ... what?
Someone (oh, really?) got a mortgage with Bristol and West some years
ago. They (B&W) have since become in part Bank of Ireland and in part
Britannia Building Society. The afore-mentioned person continues to
receive mortgage statements headed 'Bristol and West'. Is his mortgage
with Bank of Ireland or Britannia Building Society?

Bank of Ireland.
Britannia bought the branches and the savings/investments side of the
business, transferring them all to their own brand, while BoI bought
the mortgage/lending side as well the B&W name which they continued to
use for UK operations. So any products still operating under the B&W
brand are ultimately provided by BoI.

No. The proposals are for a merger, not a takeover (despite the sloppy
wording of that report).
