In my experience reporting things to the Council only galvanises them into
inventing a lie to tell you. Fenland trespassed into my garden, vandalised
my tree and stole the branches. Their response to me so far is to claim that
there had been complaints about the overhanging branches and that the
vandalism was done to British Standard whatever. They haven't been able to
produce the complaints, a local tree surgeon has said the work was badly
done and not to any British Standard, and they haven't replied to my
solicitor's letters.
Easier complaining will only lead to easier lies

It appears you are completely correct.
I've just received a reply containing a spectacularly good example of
buck-passing.

Councils and Parish Councils all being able to provide and maintain
lighting. Whilst all of these authorities have these powers, not all of
them actually exercise them.

I don`t call that buck-passing. It`s perfectly polite and factual. At
least they went to the trouble of replying and telling you exactly who IS
responsible.

Ordinarily yes, but for the past 4 years now, the parish council, county
council and borough council have all been passing the blame backwards and
forwards for this one missing streetlight.
Now it must be the responsibility of one of them, but after 4 years, none of
them are prepared to put their hands up and admit it's them.

I lived in a totally unlit village for 18 years, and to be honest felt far
safer. I work on the theory that if I can`t see them - they can`t see me!
;-) It was only "Incomers" who started agitating for streetlights - I`m
glad to say that they still haven`t won, even 22 years after I moved away.
Common sense prevailed!
The only fright I had was when I nipped up the lane to see a friend, and
once I was out of range of our security light and in the "pitch black" I
nearly died of fright when a voice at my shoulder said "Good evening Mrs
P.....".
I was only our local bobby, who was very apologetic. Had our security light
not been on at all I would probably have seen him earlier, but my eyes
hadn`t had time to become accustomed. LOL!
