Benefits for ex-prisoners question

I have been told you need to have lived in Britain for the last 3 years
in order to be able to claim any benefit.
Would that rule also apply to someone who is just being released from
prison after 1 year of "living" in Britain? Or would he be able to
claim Jobseekers Allowance once he comes out?

My DLA was due for renewal (receiving mob & care low rate) and they've now
upped my care to the middle rate. Does that mean I am now eligible for
Carer's Allowance? Reason I ask is when I was on the low rate I looked into
claiming Income Support and I would have been entitled to just over ¡ê1 a
