Co-worker has accident, who is at fault?

Hello, a co-worker has an accident today.
She was stationary, second in line (i.e. one car in front), waiting to
join a round-about.
The round-about becomes clear, so car in front pulls away, so she moves
forwards, checks it is still clear to the right, which it is, so she
begins to pull away and returns her vi ...

Speedo over-read?

After checking my speedo readings at different
speeds with my new sat nav, I noted that it
over-reads by a constant 3mph from 30mph through
to 70.
I thought that most speedos vary by a percentage?
ie: say 3mph at 30, going up to about 6 or 7mph
over-read at 70.
Is this unusual?

14 days of the alleged offence, not just be sent within 14 days:
