EU national, speed cam?

What happens if, an EU national with a hire car trips a speed camera.
Presumably nothing legally?
But surely the hire company will get the ticket as the keeper of the
vehicle - would they be likely to bill the driver for the administration
of dealing with the court?

Insurance claim update

You may remember that a while ago, a girl pulled out in front of me
and I hit her, then she gave me the wrong reg number? After I did all
my detective work and submitted it to my insurers legal team, her
insurers (Churchill) admitted liability and I've a received a cheque
for ¡ê390.
