Residents parking permits, how are they enforced?

I live near a hospital and people are dumping their cars in my road
and buggering off to the hospital all day, to avoid parking fees.
There's no room in our road because of other peoples cars, and we
don't have driveways.
We have asked about permits for residents, but who would enforce this?
