Frozen bank accounts

Hi
Could anyone tell me if a bank has the legal right to freeze your
accounts if they are in credit and deny access to the funds without a
court order?
If possible is there a part of a banking act which would specify what
they are allowed to do so I can quote and use this?
would appreciate any advice
