Speed limit signage - conformation?

Is there a standard that speed limit signage has to conform to?
I ask because I was on a section of the M20 yesterday and the matrix
signs on the overhead gantries were flashing 50 because of
"spray".......there was actually very little about at the time I
passed but I can imagine that overnight it would have be ...
