Ok, say i get one of these proposed ¡ê70 penalty notices issued by my council, for a "bin offence" whether it be the wrong type of
rubbish in it, bin put out too early/returned too late, too full a bin, or whatever else these town hall mandarins can dream up.

I'm considering whether a shop in providing a customer with a free bag
has any liability if the bag supplied was not suitable and ends up
splitting open. In this case, the goods were bagged by the cashier,
