OT? Paying Council Tax at the Post Office..

Sorry if this is OT, I couldn't find a appoiate news group.
I have a Council Tax payment card issued by my local Council.
I used to pay by a paying book and using cash.
Will I be able to use the Council Tax payment card and my Debit card to pay
my bill at the PO instead of paying cash?

I have been assured by my bank that they are correct to state that
their account numbers are seven digits. Despite this they tell me that
if anybody wants to pay me money they have to quote a leading "0"!
Where is the logic in that? ...
