What is the URCM moderators' definition of "needlessly inflammatory"

The reason I ask is that it is not apparent from the empirical evidence.

Do URCM moderators respond to emails?

I wondered what the policy of the URCM moderators was wrt to emails sent
to the "urcm-moderators@..." address, as recommended for queries on some
of the rejection emails sent out.
The reason that I ask is that I have sent three queries to that address
since Monday, but had no response at all - to any of them, ...
