Buying without VAT?

I need a van to get around in and maybe rest in too. I have seen a large van
I like but the dealer says I will have to pay VAT unless I have a
certificate exempting me. I am completely crippled and I get all the
benefits such as not paying road tax etc.
How do I get a VAT exemption certificate please?
